This framework, developed by the Business Mediator and the National Procurement Council, embodies a modern and ethical vision of procurement. It commits us to principles of Transparency, of Mutual respect and continuous progress.

The RFAR Charter, a foundation for lasting relationships and responsible purchasing

The RFAR Charter was born in 2009 to improve relations between clients and suppliers. It is based on 10 concrete commitments which cover all aspects of the business relationship. This ranges from respecting payment deadlines to integrating social and environmental issues. It encourages dialogue, trust, and mediation in the event of conflict. It is aimed at all organisations, both public and private. In 2017, it aligned itself with the ISO 20400 standard, an international benchmark for responsible purchasing. Since then, it has also been backed by a recognised label. The Charter promotes the co-construction of relationships, by valuing VSEs, SMEs and strategic suppliers. It requires regular evaluation of purchasing practices and transparent communication, and constitutes a powerful lever for building a more robust and equitable economic ecosystem.

What are the requirements of the RFAR Charter?

Signing the RFAR Charter is not a mere symbolic gesture. It implies a active engagement in an approach of’continuous improvement. The signatory begins with a self-assessment to evaluate their maturity in responsible purchasing. They then develop a multi-year progress plan, prioritising actions. They must adhere to the principles of the Charter in their daily practices.

Implementation takes place at all levels of the organisation. This includes monitoring indicators, training buyers, and appointing an internal mediator. Concrete measures must be visible, both internally and externally. The Charter also encourages promoting these actions with suppliers. Finally, it paves the way towards obtaining the RFAR, which certifies the seriousness and effectiveness of the approach.
